Instagram managed source data volumes have indeed dropped due to new API limits being imposed by the Instagram API. You can read more about this at https://techcrunch.com/2018/04/02/instagram-api-limit/

We are currently working to understand what can be done to mitigate the impact.

The issue is caused by reduced API limits imposed by the Instagram API. We are working to understand this further.

Since 21:17 UTC, some customers will have been experiencing lower volumes of Instagram data. Our team is working to restore normal service.
We do not expect any data to be lost; just delayed
